Heel Pain

I have the heel pain since last 3 and half years. it is on the back of the heel and some times lateral to it and not in the sole. I am using an extra padding support in the form of a heel to raise the heel.it gives me asupport. I have also tried the cortisone injection in the heel but that worked only for 15 days or so.
